Co-founder
Kyle Layman, president of Oasis Strategies, is a California-based political consultant with over 15 years experience in political management and governance. In 2012 he managed Dr. Raul Ruiz’ campaign for Congress in the Coachella Valley, defeating 7-term incumbent Mary Bono Mack, and served as his Chief of Staff for the 113th Congress. In 2018, he led the Western States for the DCCC, turning Orange County blue for the first time in a generation, and sweeping all 7 competitive races in California. In 2020, he led the state of California for Presidential candidate Mike Bloomberg. In 2022, he served as a Senior Advisor to the DCCC for Technology and led the Blue Wall incumbent protection team and led multiple candidate campaigns and independent expenditures as General Consultant. Most recently, Kyle served as Executive Director to the pro-Adam Schiff SuperPAC to elect Congressman Schiff to the US Senate. Currently, Kyle advises Democratic organizations on the creation and adoption of new tools and technology, and serves as a consultant to multiple Members of Congress, candidates, and independent expenditures.

Mike Goodman has over 20 years of experience in policy and politics, including 14 years in the U.S. House of Representatives. Currently serving as a government affairs consultant, Mike previously worked as Chief of Staff to Rep. Ron Kind (D-WI). In this role, he managed the policy, political and communications work of the Congressional office, as well as serving as leadership staff for the New Democrat Coalition. Mike has also served as Deputy Chief of Staff and Legislative Director for Rep. Bruce Braley (D-IA), Legislative Assistant for Rep. John Barrow (D-GA), and Research Director for the Democratic Party of Georgia. Over the years, Mike has worked with numerous Congressional Committees, senior Congressional Leadership, White House personnel, and also has advised political campaigns in both formal and informal roles. Originally from Atlanta, GA, Mike now resides in Washington, DC.

Pat Devney is a Capitol Hill veteran and campaign strategist with nearly two decades of political experience. His career includes senior roles in both the House and Senate and on-the-ground management positions in nearly a dozen states.
Most recently, as Chief of Staff to Congresswoman Annie Kuster, Devney orchestrated Kuster's successful campaign to lead the New Democrat Coalition, the largest ideological caucus in the House, and served as her primary advisor as she led the Coalition through the tumultuous 118th Congress. In the Senate, Devney served as a political and legislative advisor to Senator Mazie Hirono. In this capacity, he managed stakeholder relationships and navigated the 2013 Farm Bill, securing key provisions for Hawaii's robust agricultural industry.
As a campaign manager and operative, Devney's work has taken him from Hawaii to New England, the Deep South to the Upper Midwest, Washington State, West Virginia, Texas and multiple states and districts in between. He has served as campaign manager on top-tier races including Congresswoman Annie Kuster’s first reelection in 2014 and Senator Joe Manchin’s final senate campaign in 2018. Additionally, Devney has advised high-profile mayoral and gubernatorial campaigns and served as Senior Political Advisor at the DSCC. In the 2020 cycle, Devney consulted on multiple presidential campaigns, ahead of the First in the Nation Democratic Primary in New Hampshire.
Devney currently serves as president of Blue Dot Strategies where he advises campaigns, PACs and nonprofits on political strategy and advocacy.

Based in Washington, D.C., Vanessa leads a strategic fundraising and development firm. Her clients include congressional campaigns, non-profit organizations and policy driven coalitions. Vanessa previously served as Vice President of Business Development for Helen Milby & Company, where she managed all political action committee and national fundraising efforts for clients including Congressman Ron Kind (D-WI), Congressman Jared Polis (D-CO) and Congressman Pete Visclosky (D-IN). She also managed national fundraising efforts for the NewDemPAC, and development for the Daniel K. Inouye Institute, a 501 c(3) organization created to honor the legacy of Senator Inouye. Before joining Helen Milby & Company, Vanessa served as the Deputy West Finance Director for the Democratic Congressional Campaign Committee, as Deputy Finance Director for Nancy Pelosi for Congress and her Leadership PAC, PAC to the Future, and as Deputy Finance Director for Jeanne Shaheen’s (D-NH) successful 2008 campaign for U.S. Senate.
Vanessa Ide
Rory Steele, a United States Marine Corps veteran, has over two decades of high-level experience in political organizing, campaign management, non-profit advocacy, and legislative affairs. Rory has extensive experience working within the United States Senate and at the Democratic Senate Campaign Committee. As Deputy Chief of Staff to Senator Heidi Heitkamp from 2013 to 2015, he led legislative efforts in foreign policy, defense, and veteran issues and spearheaded the Grand Sky UAS industrial park project, a successful coalition-led effort that brings hundreds of millions of dollars to North Dakota's economy. At the Democratic Senate Campaign Committee, Rory served as Deputy Political Director during the successful effort to achieve a Democratic Senate Majority in 2012 and as Campaigns Director during the 2014 election cycle, advising Senate campaigns in key states like Montana, North Dakota, Missouri, Arizona and New Hampshire while developing comprehensive strategies for success.

Nana A.P. Nyanin is a Senior Director of Government Affairs for Rocket Companies, the Detroit-based FinTech platform company consisting of tech-driven real estate, mortgage, and financial services businesses – including Rocket Mortgage, Rocket Homes, and Rocket Money. As Rocket’s chief federal advocate, Ms. Nyanin is responsible for advancing the firm’s public policy priorities on Capitol Hill and the Executive Branch. Prior to joining Rocket Companies, Ms. Nyanin was a lead lobbyist and policy analyst at LPL Financial, the nation’s largest independent broker dealer. Nana also worked for New York Life Insurance Company, where she managed a bi-partisan cybersecurity and privacy government relations strategy. Nana attended McGill University in Montreal, Canada, earning an Honors B.A. in International Development Studies and Political Science. In addition, Nana received her Master’s degree in Local Economic Development from the London School of Economics. Nana also holds a professional certificate in Cybersecurity Strategy from Georgetown University. A true global citizen, Nana spent her formative years living in the Philippines, Zimbabwe, and Zambia.
